Context:
Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the EU Trust Fund Project Manager, the successful candidate will assist in the implementation of the activities of the project “Contribuer au renforcement de la gouvernance et de la gestion des migrations et des frontières, et faciliter la protection, le retour et la réintégration durable de migrants en Mauritanie” in the Islamic Republic of Mauritania. Furthermore, s/he will be responsible for contributing to project development, institutional and donor liaison, as well as reporting.
Core Functions / Responsibilities:
- In coordination with the Project Manager of the project, ensure the coordination of the Integrated Border Management component, including overseeing that adequate administrative and operational measures are in place. Specifically s/he will: (a.) Implement and monitor all operational, financial and administrative aspects of the border management component, including the implementation of capacity building initiatives on border management, organization of competency-based training needs assessments, support in develop training modules, and mainstream such training within national border management training programmes. (b.) Support the timely recruitment and training of national and international contractors and consultants relating to the project in accordance with IOM's procedures and regulations. (c.) Coordinate the functional and technical specifications for the tender documents on the construction and refurbishment of border crossing points for the police and the gendarmerie. Oversee the publication and award of the tender and oversee the implementation of the construction process for good quality of work. (d.) Draft documentation for the procurement, installation and configuration of equipment and network connectivity. (e.) Track and follow up on the completion of research studies. (f.) Support the implementation of activities to involve border communities. (g.) Update specific training modules. Provide inputs for capacity building activities. Monitor training conducted by external experts.
Contribute to and ensure proper utilization of standard operating procedures, manuals, guidance notes, tools and methodologies in the implementation of project activities.
Compile regular project updates and assist the chief of mission in his/her activities of liaison with donors, government and other stakeholders (documentation, presentation, analysis etc.) in relation to the project.
Undertake duty travel related to project/programme assessment, monitoring or evaluation.
Assist in liaising with donor’s representatives and governmental counterparts in order to ensure regular communication and smooth implementation of the activities.
Produce regular project narrative reports, briefings and background information requested by the Government, donor(s) and other entities, as well as assist in the production of financial reports in accordance with project reporting requirements under the supervision of the project manager.
Contribute to the development of new programmes and activities, in cooperation with the relevant authorities, United Nations (UN) organizations, civil society, media and public/private entities in relation to both internal and international migration.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Political or Social Science, Business Administration, International Relations, Law or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
Experience
• Experience in project development specifically in public administration, implementation and evaluation, and/or program implementation and management;
• Good knowledge of border management, training and capacity building, as well as general migration issues;
• Good knowledge of project formulation, administration and evaluation techniques and practices;
• Familiarity in financial management;
• Excellent analytical skills, including the ability to perform a variety of conceptual analyses required for the development, implementation and evaluation of projects;
• Good level of computer literacy, including database applications.
Languages
Fluency in English and French is required. Working knowledge of any local language is an advantage.
