We are currently seeking qualified candidates for the position of: MDR TB Advisor for the anticipated USAID Kyrgyz Republic Tuberculosis (TB) Control Program

Position Description:

The MDR TB Advisor will provide technical and scientific knowledge to the design and implementation of technical strategies, programs or tools in the area of programmatic management of MDR TB. Working with the project team, s/he will provide technical advice based upon expertise and knowledge of evidence-based methods and strategies, current practice, and established operational and research standards to ensure quality and rigorous design.

The MDR TB Advisor will assist the National TB Program to build the capacity of country, regional and site level staff and assess the Program’s current technical, scientific, managerial and operational efficiencies. The MDR TB Advisor will work with the NTP team to ensure program implementation adheres to appropriate technical standards and guidelines, and that programs are technically sound. S/he will provide scientific knowledge by staying current on evolving technical standards, guidelines, and program developments in the area of multidrug resistant TB.

The recruitment is contingent upon successful award of the project to FHI 360 and final USAID approval of the candidate.

Key Responsibilities:

  • Strengthen NTP’s capacity to programmatically manage drug resistant TB
  • Conduct or coordinate projects in his/her specific technical area, in collaboration with internal and external stakeholders;
  • Encourage and support in-country operational research
  • Works with the NTP to improve access to quality prevention, early diagnosis and patient centered care for patients with all forms of TB in the framework of a comprehensive public health approach, to achieve better individual outcomes and the public health impact.
  • Contribute to the acceleration of the process of national introduction of new drugs and the shorter regimen for MDR treatment in the country, including national introduction and roll out of the latest normative guidance on the treatment of drug-resistant TB.
  • Shares best practices and contributes to the knowledge base through participation in scientific forums and technical networks.
  • Provide technical support in developing systems, tools, job aids, IEC materials as required for improving diagnosis of TB/MDR-TB, infection prevention, monitoring and supervision;
  • Monitor implementation of planned activities through periodic consultations, monthly progress review meetings, reports review, and field trips.
  • Monitor project deliverables and timeliness, notify the COP when issues arise, and take corrective actions, as needed

The Applicant must meet or exceed the qualifications listed below:

  • Medical Degree or equivalent in health sciences
  • At least 5-7 years’ experience in TB
  • Experience in public health management in TB related services
  • In depth knowledge and at least 4 years of post-qualification experience in the programmatic management of drug resistant
  • Up-to-date knowledge of WHO policies on all aspects of the management of drug resistant TB including new drugs and regimens
  • Experience in working with National TB Program, Ministry of Health and other officials from the public, private and NGO sector.
  • Experience of working in USAID funded projects (at least 3-4 years), knowledge of USAID guidelines, rules, programming strategy, etc.
  • Experience in developing and managing projects in coordination with the MoH.
  • Excellent oral and written communication skills in English; knowledge of local language is desired.

Travel Requirements:

  • 10% - 25%
